1699 PUBLIC NOTICE WILLIAMSBURG PLANNING COMMISSION The Williamsburg Planning Commission will hold a public hearing on Wednesday, March 20, 2024, at 3:30 p.m. in the Council Chambers of the Stryker Center, 412 North Boundary Street, to consider public comments regarding the following. PCR#24-005: A request from the Historic Triangle Recreational Facilities Authority (HTRFA) for a text amendment to the Williamsburg Zoning Ordinance, Chapter 21, Division 7, to add a new zoning district, the Recreational and Entertainment District (RE-1). This district would allow high quality recreation, entertainment, related commercial development, and limited residential uses. Suitable recreation, entertainment and commercial uses could include the following components: public community recreation facilities owned by the City of Williamsburg or a public recreational authority; performing arts venues, restaurants; hotels/motels; retail, and commercial and office uses. PCR#24-006: A request from the Historic Triangle Recreational Facilities Authority (HTRFA) to amend the Williamsburg Comprehensive Plan, Chapter 2, Land Use, to add the Recreational and Entertainment Zoning District (RE-1) as a district that implements the Economic Development land use category, and to change the land use designation of 117 Visitor Center's Drive, also identified as Tax Map Number: 436-10-00-001 and a portion of 1201 Bypass Road, also identified as Tax Map Number: 407-0A-00-001 from CW Support to Economic Development. PCR#24-007: A request from the Historic Triangle Recreational Facilities Authority (HTRFA) to rezone property located at 117 Visitor Center's Drive, also identified as Tax Map Number: 436-10-00-001, from Museum Support (MS) to Recreational and Entertainment District (RE-1), and a portion of 1201 Bypass Road, also identified as Tax Map Number: 407-0A-00-001 from CW Support (CW) to the Recreational and Entertainment District (RE-1). PCR#24-008: Request of Mill Neck Land, LLC to rezone 530 Mill Neck Road, Tax Map Number 552-12-00-0018, from Limited Business Corridor District LB-4 to Single Family Dwelling District/Planned Development District RS-2/ PDR to construct six (6) dwelling units, four (4) single family detached dwellings, and one duplex, with voluntary proffers, and to remove the parcel from the Architectural Review Corridor Protection District CP. The voluntary proffers are as follows: 1. Density: There shall be no more than six dwelling units on the Property. 2. Conceptual Plan: The property shall be developed generally in accordance with the conceptual plan entitled "Conceptual Plan 530 Mill Neck Road Residential Development RS-2 to PDR Rezoning "made by LandTech Resources, Inc. dated January 31, 2024, a copy of which is on file with the City Planning Department, with only minor changes thereto that the Director of Planning and Codes Compliance determines do not change the basic concept or character of the development. PCR#24-010: A request from the City of Williamsburg to amend Chapter 21, Article III, Division 12, Colonial Williamsburg Historic Area, to include a new category of restoration and reconstruction under Section 21-413 as a special exception.
