James City County VIRGINIA Jamestown 1607 NOTICE OF PUBLIC HEARING The Planning Commission of James City County, Virginia, will conduct a public hearing on July 5, 2023, at 6:00 p.m. in the County Government Center Board Room, 101-F Mounts Bay Rd., James City County, Virginia, to consider the following: SUP-23-0011. Stonehouse Water & Sewer Improvements. A request to allow the installation of public water and sewer facilities within the existing Virginia Department of Transportation right-of-way for Rochambeau Drive, then traversing the properties addressed 3820 Rochambeau Drive and 170 Sand Hill Road, further identified as JCC Tax Map Nos. 1310100008A and 1310100019, respectively, before traversing north across the Interstate 64 right-of-way and then west along the Mount Laurel Road right-of-way. The public water and sewer facilities include the installation of a force main and a water main, each a diameter of 3 inches or greater. The affected portion of Rochambeau Drive right-of-way is zoned B-1, General Business and PUD-C, Planned Unit Development Commercial. The affected portion of the Interstate 64 right-of-way is zoned A-1, General Agricultural. The affected portion of Mount Laurel Road right-of-way is zoned A-1, General Agricultural and PUD-C, Planned Unit Development Commercial. The Rochambeau Drive and Interstate 64 rights-of-way are located inside the Primary Service Area and designated Low Density Residential on the 2045 Comprehensive Plan land Use Map. The affected portion of the Mount Laurel Road right-of-way is inside the Primary Service Area and designated Mixed-Use Stonehouse on the 2045 Comprehensive Plan Land Use Map. The properties located at 3820 Rochambeau Drive and 170 Sand Hill Road are zoned PUD-C, Planned Unit Development Commercial. The majority of these two parcels are located inside the Primary Service Area and designated Low Density Residential on the 2045 Comprehensive Plan Land Use Map, while the remainder are located outside the Primary Service Area and designated Rural Lands on the 2045 Comprehensive Plan Land Use Map. Recommended primary uses for Low Density Residential include single-family and multi-family units, accessory units, cluster housing and recreation areas. Recommended primary uses for Rural Lands include agricultural and forestal activities, agri-tourism, rural-support businesses, and certain commercial uses which require very low intensity settings. This proposal does not include residential units and does not impact the density.
