James City County VIRGINIA Jamestown 1607 NOTICE OF PUBLIC HEARING The Board of Supervisors of James City County, Virginia, will conduct a public hearing on Tuesday, January 10, 2023, at 5 p.m. in the County Government Center Board Room, 101-F Mounts Bay Road, James City County. Virginia to consider the following: PRE-BUDGET PUBLIC HEARING. A public hearing will be held to solicit public comments on the upcoming budget for fiscal year ending June 30, 2024. Consideration of an Ordinance permitting the use of golf carts on public roads in Powhatan Shores. Pursuant to Section 46.2-916.2 et seq. of the Code of Virginia and Section 13-60 et seq. of the James City County Code, the Board will consider whether to authorize the operation of golf carts and utility vehicles on Branscome Boulevard, Discovery Lane, Constance Avenue, Godspeed Lane, Lavelle Court, Lands End Drive, Morgan Drive, and Hiawatha Court within the Powhatan Shores neighborhood. AFD-22-0015, 999 Jolly Pond Road Cranston's Pond AFD Addition. A request to add ±169.15 acres of land zoned A-1, General Agricultural, located at 999 Jolly Pond Road into the Cranston's Pond Agricultural and Forestal District (AFD). The property is further identified as JCC Real Estate Tax Map No. 3010100001A and is designated Rural Lands on the 2045 Comprehensive Plan Land Use Map. SUP-22-0018.5477 Mooretown Road, Williamsburg Place Pavillion and Farley Center Additions, Arequest to expand the existing Nursing Home (Williamsburg Place Pavilion and Farley Center) by adding 41 inpatient units, 28 outpatient units, and 10 intermediate care substance abuse beds, and expanding the existing wellness building/administrative office space, kitchen, and dining facilities. The property is located at 5477 Mooretown Road and is further identified as JCC Real Estate Tax Map No. 33301000118 and is zoned M-1, Limited Business/Industrial District. The property is designated Limited Industry on the 2045 Comprehensive Plan Land Use Map. Appropriate primary uses for areas designated Limited Industry include warehousing, office, service industries, light manufacturing plants, and public facilities and secondary uses in Limited Industry may include office uses and a limited amount of commercial development. This proposal does not include residential units and does not impact the density. Z-22-0003, 8005 & 8009 Hankins Industrial Park Road Rezoning. A request to rezone two parcels, +1.004 acres and +2.008 acres respectively, from M-2, General Industry, to M-1, Limited Business/Industrial for the use of vehicle repair and service, including tire, transmission, glass, body and fender, and other automotive product sales, new and/or rebuilt (with major repair limited to a fully enclosed building and storage of parts and vehicles screened from adjacent property by landscaping and fencing with a maximum height of 12 feet). The parcels are located at 8005 & 8009 Hankins Industrial Park Road and further identified as JCC Real Estate Tax Map No. 12401000168 & 1240100016C. This rezoning is not for a residential proposal and therefore there is no density associated with the M-1 Zoning District. The property is designated as General Industry on the 2045 Comprehensive Plan Land Use Map. Appropriate primary uses for areas designated General Industry are uses that maximize the industrial opportunities of an area and secondary uses in General Industry areas may include office uses and a limited amount of commercial development. Appropriate primary uses for areas designated Rural Lands include traditional and forestal activities, and innovative agriculture, horticulture, silviculture, and other uses that are compatible with the natural and rural surroundings. Home-based operations which require very low intensity settings relative to the site on which it will be located may be considered on a case-by-case review, provided such uses are compatible with the natural and rural character of the area and are in accordance with the Rural Lands Development Standards.
