WILIAMSBURG WILLIAMSBU PUBLIC NOTICE 2021 COMPREHENSIVE 1699 PLAN PUBLIC HEARING ONIAL CART COLONIAL WILLIAMSBURG CITY COUNCIL PCR#21-005 The Williamsburg City Council will hold a public hearing on the 2021 Comprehensive Plan on Thursday, August 12, 2021, at 2:00 p.m. in the Council Chambers of the Stryker Building, 412 North Boundary Street. The Comprehenstve Plan is the long-range plan for the city's physical development, and the list below summarizes the major changes and proposals of the draft 2021 Comprehensive Plan. Complete details are available on the city's website at www.planning/williamsburgva.gov. FUTURE LAND USE RECOMMENDED CHANGES, 530 Mill Neck Road - change the designation from Office Use to Low-Density Single-Family Detached Residential, and for 7219 Pocahontas Trail - change the designation from Colonial Williamsburg Support to Conservation Areas. HOUSING RECOMMENDATIONS, Preserve and protect the city's single-family neighborhoods; enable a greater residential presence in the Downtown Planning Area; build new mixed-use neighborhoods; develop more affordable and senior housing. COMMERCIAL AND ECONOMIC DEVELOPMENT RECOMMENDATIONS. Maintain the Merchants Square area as a high-quality mixed-use commercial area serving residents, college students, and visitors; encourage businesses to locate adjacent to William and Mary: promote the Midtown Planning Area as a major redevelopment area; maintain the city's Corridor Commercial areas as the primary location for tourist-oriented businesses; support the development of High Street and Quarterpath at Williamsburg as the city's primary mixed-use developments; provide opportunities for a mixed-use development on Penniman Road; maintain appropriately located areas for office use throughout the city. TRANSPORTATION RECOMMENDATIONS. Streets - complete Ironbound Road Phase and I improvements, Capitol Landing Road improvements to include streetscape and underground wiring. Lafayette Street improvements to underground wiring. Intersection improvements - Capitol Landing Road and Bypass Road, Monticello Avenue and Richmond Road, Route 132 and Route 132Y and Treyburn Drive and Compton Drive. Future traffic signals (when warranted) - Quarterpath Road/ York Street, Second Street/Parkway Drive, Richmond Road/Waltz Farm Drive. Bikeway Multi-Use Trail improvements - Define and pursue construction of the Birthplace of American Trail through the city; design and construct a multi-use circuit around College Woods to include improvements to Jamestown Road, Strawberry Plains Road, John Tyler Lane, and Richmond Road, design and complete the conversion of Quarterpath Road from Redoubt Road to Quarterpath Shopping Center to align with the construction of Redoubt Road in the Quarterpath at Williamsburg development, work to achieve a Silver Bicycle Friendly Community designation and adopt the updated Regional Bikeways Map. Sidewalk improvements improve and complete gaps in the Downtown area, Lafayette Street improvements to include fill in the gap from North Botetourt Street to Francis/Page/York Street intersection, Francis Street, Griffin Avenue, Newport Avenue, Merrimac Trail, South Henry Street (College Landing Park to The Oaks). Governor Berkeley Road and other noted in Chapter 12 Transportation. PUBLIC FACILITY RECOMMENDATIONS, New Passive Parks - Capitol Landing Park and the College Creek Parks (Papermill Creek/College Creek Nature Area/College Creek Conservation Area). Active Park Improvements - Quarterpath Park improvements, ADA improvements and other recommendations as outlined in the Park and Recreation Master Plan and the feasibility of regional sports complex, Municipal Center - new Fire Station, new Police Station, new Downtown Library or its expansion and renovation, and Blayton Building redevelopment and reconstruction. Transportation Center - future improvements for expanded rail service. IMPLEMENTATION. A detailed ist of the measures needed to implement the recommendations of the 2021 Comprehensive Plan are contained in Chapter 15 - Implementation.
