VDOT: Virginia Department Transportation Public Notice Availability of Environmental Document for Public Review l-64 Hampton Roads Express Lanes Segment 4A/4B City of Newport News and City of Hampton The Virginia Department of Transportation (VDOT), in cooperation with the Federal Highway Administration (FHWÁ), is proposing plans to convert the existing l-64 high occupancy vehicle (HOV) lane into an Express Lane, and, for the remaining portion of the segment where there is no existing HOV lane, one general purpose (GP) lane will be converted into an Express Lane in both directions, from 0.139 miles east of LaSalle Avenue in Hampton to 1.20 miles west of Denbigh Boulevard in Newport News. Additionally, the existing GP lanes will be widened to add a buffer between the proposed Express Lane and GP lanes. The bridges over LaSalle Avenue will be replaced, and the bridges over Armistead Avenue will be rehabilitated. This project will involve a change and/or break in limited access control. A Categorical Exclusion (CE) addressing the project described above was prepared in accordance with the National Environmental Policy Act and FHWA's Environmental Impact and Related Procedures (23 CFR 771). A Design Public Hearing was held virtually September 29, 2021 and in-person in Hampton September 30, 2021 to present the project to the general public and to provide the public the opportunity to provide comments; hwever, because the Categorical Exclusion was not complete at the time of the Design Public Hearing, VDOT (on behalf of FHWA) is now making the Categorical Exclusion available for public review. In compliance with the National Historic Preservation Act, Section 106 and 36 CFR Part 800, information concerning the potential effects of the proposed project on properties listed in or eligible for listing in the National Register of Historic Places is also available for public review. The Categorical Exclusion will be available for review following the date of this public notice. Paper copies of the documents will be available at VDOT's Hampton Roads District Office located at 7511 Burbage Drive in Suffolk, Virginia.
